Now everything works. Originally I had been using the MGE patch from this site to ugrate ToT to MGE. I recently tried the full patch from Cedric's site but it wouldn't work (wrong version, it said), so today I downloaded the separate patches. Now MGE works (I think correctly) and the FW program ran without errors so I can now play Civ 2.
