Changing out a sound effect

So this is dorky, but I REALLY want to change the "declare war" sound effect from the current sound to the DOW sound that played in Civ 4. That sound effect was pure terror. More than that, it really attacted attention, where a lot of times I don't even notice DOW in Civ 6. Any ideas on where to start? I've not yet messed with SFX.
