Acording to urban dictonary it's white urban trash (as oppose to rural like the U.S.) + young kids hanging out at McDonalds and "acting" black. allthou I am not from there so I have no Idea about how diff. black english and white english act.

na, chavs are people that wear chav suits, ecko, academics, and stuff. they swear, beat up people for looking at them the wrong way, have children at 14, you know that sort of thing. they are sad really.
