Cheat code to reveal map makes all AIs angry for bringing forces near cities

I was testing something else, and use the Reveal All cheat code to reveal the entire map at once. Somehow this triggers every AI to dislike me for the "forces near their cities" thing. Even if they don't have any cities yet.

It's possible its just that the cheat code somehow triggers this (maybe it brings a unit around the map to reveal everything? creating a unit with huge visibility range?) Or is it possible the AI is being angered by visibility itself?

I tried this a few different ways, giving AIs time to settle their city. Even civs on the entire opposite side of the map hated me. Just a fluke or does it tell us something useful?

I think it probably tells you that they assume you have forces near them because you can "see" them. Normally you don't have the whole map revealed, and having lots of troops would be the only legit way to do that.

That being said, a cheat doesn't really tell us much useful, since it isn't the way the game is designed to be played.
 
If those reactions do indeed trigger based on visibility then that's one of the most baffling design decisions I've ever come across.
It would explain why AIs complain without you having any actual units near their borders.

It may just be the other way around though. That BECAUSE you don't have any city yet the AI has no way of measuring where your forces are in comparison to your own borders (because there are none), thus every tile on the map may count as "near their borders". I'd test what happens if you found your city before you reveal the map.

Same thing. It seems to trigger any point you activate it. I don't know if it has something to do with the method used to reveal the map or what. It's possible that to "reveal" the map they are dropping an invisible unit every couple of squares possibly? I don't know what to think of it. I really hope it doesn't mean that warning is tied to visibility itself.
