Well, I have always targeted 2050 as the period when the ChiComs finally reveal their world plan and attack America, so that's outside of your 5 year window. Therefore, I am going to go with option 2.
I thank God I'll probably be dead before 2050. It would probably take at least that long to mandate such a system. Plus, I'll miss the inevitable PRC invasion of America.

It does by incident. It's not the issue of tech base or whatever, it's that you don't think the "less developed" peoples are capable of doing something we haven't. It's an assumption with centuries' history of patronizing Orientalism behind it.

Speed of an anti-ship missile is critical, to a point. Once it is 'fast enough', making a missile twice as fast, or three times as fast, or a hundred times as fast, becomes an exercise in technology rather than weaponscrafting. There are far more valuable aspects of technology to pursue than making a faster missile to replace missiles that are fast enough.

Which brings us to Harpoons vs Moskits. These missiles face a vastly different measure of 'fast enough', because fast enough is defined by the missile defense systems of whatever you shoot them at. While moskits are reportedly three times faster than harpoons, so they can be called a 'generation ahead', they are not up against the harpoon, but against missile defense systems...which is an area where US technology is ahead.

Who is furthest ahead in which areas, and how the interaction of those various areas would interact in actual combat can really only be tested one way. I'll pass, because I'm really just not that interested in knowing. Much like I wasn't interested in whether the US's ability to end all life on the planet fifty times over was actually superior to the USSR's ability to end all life 'only' thirty-six times over.

It both tickles and infuriates me that you feel the need to degenerate into a generic "angry old man" rant in order to protest something you disagree with. You can't just be angry that you got asked to consider for a split second what your words mean before you say them, you have to remind us that you also disapprove of gender identity and racial identity politics as well. It literally angers you more that someone pointed them out as existing and identified the problems with that, than that the thing they pointed out actually exists. Says a lot about you.

To answer your question: yes, you should consider what the implications of your statements are before you make them. Who you are and what you're talking about dictates in large part what the words you're saying mean. It's called context. In this case, I allege that Cutlass, who has demonstrated in the past the willingness to believe in the Western-created Oriental mythos of the Asian Hive Mind and Eastern Despotism, here manifests that racist perception in the idea that these lesser-developed peoples could never EVER [his words are "not possible" as I quoted above] accomplish something that we advanced Westerners haven't already. We're the best and most advanced, you know, we're constantly at the front of human civilization, accomplishing all possible things as soon as they become technically feasible.
