True..but denying the ottomans the ability to retake 3 regions is a nice thing. And who said they had to be already owned? They can used to force them into traps. They can be used as scorched earth, to deny your enemy from getting use from those regions and make them have to got around. Simply put: Christo made nuke actually useful for once.
Therefor, I'm scared of the late game...when people can buy multiple nukes a turn...war will take a frightening turn quickly, with the with more nukes the victor, for he at least has more survival ability. Also means war will be less common. So people: defeat those you want gone before its possible to buy nukes after nukes to prepare for war. Otherwise, they will defeat you unless you are larger.

Prussia announces the anti-ottoman nuclear bombardment conclave. This will be a organization devoted to building nukes. They will be a internationally controlled group, in which nations will send some finding to build nukes. The conclave will then nuke a ottoman region of the international community's choosing. Once the ottomans are destroyed, it will remain until their are enough nukes in its storrage for each nation not currently in possession of 2 nukes to get 2 nukes each, at which point they will be distributeed among the nations. If after making sure each nation has two 2 nukes, the rest will be discharged in outer space, preferably at a droid ship.
