Yes. It was just so you can develop your country. USA will not expand in Canada, so start expansion and try to unite Canada.
By the way, if you join the Allies (USA, Spain), they might help you and loan you IC, but right now there is a cold war between the Allies and the Dominion.

ooc: Not me. The Allies. They are angry at you because you took over Asturias and you were against them in WWIII. They now seek to destroy you. It is not that I want to punish you or stop your expansion. It is how you treat some NPC's. Spain hates you for your hard line diploamcy about Asturias, while USA hates you because you were an aggressive power that declared war on the Swiss and refused to give Asturias to Spain, an ally of USA. Even though you gave back Asturias, they still have not forgoten your hard line diplomacy on them and they are angy because you have colonized Portugal and you expand ver fast in France. If you take Provence, you will border Spain from both West (Portugal) and North (France), and the Spanish do not feel safe. Neither USA.
