Circumventing the globe

In order to officially circumnavigate the globe you must have map knowledge of at least one tile all the way around the globe. Just because other civs don't have the ships, doesn't mean that haven't gotten circumnavigation first. Someone else may have map traded to get the bonus first.
Also, are you sure you don't have the movement bonus? You might have just missed the announcement that you got it. I believe you can go back and check the message logs also to see if you or someone else got the bonus yet. One of the buttons in the upper right corner opens the log up.

I agree with what Steve2000 said. It's possible to get the Circumnavigation bonus without even the knowledge of Fishing.
Check the game log and see if somebody got it before you ... I think it usually shows up in teal.

Add to the others here and say that yes map trading can give you the bonus without having built a ship.

the word is circumnavigate, IIRC.
with regard to the feat, its wierd, sometimes I get it after trading maps when I don't think I deserve it. ie I don't always have a ribbon on the world, but I'm close.

I have had this occure once before. I was very close, in fact would have had my caravels meet the next turn.
