Cities 5 Hexes Away

I have installed the "Cities 5 Hexes Away" mod and used it both with and without Vox Populi. However, it doesn't change how the AI settles cities -- they still keep creating cities that are 4 hexes away. Is there another mod that does the same thing properly? Or is there some setting I need to use in order to make it work?
