i wanted to discuss the following proposal:
citizen groups should only be allowed to accept members from provinces where they have offices in. they can found an office in a province only if they have a member living there.
members can apply from all provinces, but can only be accepted after these rules.
each group has to define its headquarter on founding.
for exaple:
the STG has its headquarters in Fox Nest, so they can start off by getting members located in Istar for the beginning.
The STG also has a branch office in delphi/Kashmir, so they can also get members from Kashmir province.
They can at the moment not get any members from the other provinces, as no branch offices are there.
The STG can of course persuade members to move in a province to found a branch office there. Like for example member MrX lives in FoxNest, then moves to San Francisco and found a office there. They could also get new members from a province, but have to found the branch office in the place the new member lives immidiately.
This may seem a little "over-complicated", but it will spread the ctizens thru our provinces a bit more. Also, if the roleplay aspect comes online, the governors may charge the groups for founding branch offices, which will hopefully lead to more competition between citizen groups of the same "flavor".
