i wanted to discuss the following proposal:

citizen groups should only be allowed to accept members from provinces where they have offices in. they can found an office in a province only if they have a member living there.
members can apply from all provinces, but can only be accepted after these rules.
each group has to define its headquarter on founding.

for exaple:
the STG has its headquarters in Fox Nest, so they can start off by getting members located in Istar for the beginning.
The STG also has a branch office in delphi/Kashmir, so they can also get members from Kashmir province.
They can at the moment not get any members from the other provinces, as no branch offices are there.
The STG can of course persuade members to move in a province to found a branch office there. Like for example member MrX lives in FoxNest, then moves to San Francisco and found a office there. They could also get new members from a province, but have to found the branch office in the place the new member lives immidiately.

This may seem a little "over-complicated", but it will spread the ctizens thru our provinces a bit more. Also, if the roleplay aspect comes online, the governors may charge the groups for founding branch offices, which will hopefully lead to more competition between citizen groups of the same "flavor".
 
A very good idea, anything to get people out of Foxnest and PDX. Everyone goes straight to the big cities (or the cities with american names cos thats where they live in RL) without realising the enormous oppertunities elsewhere. Taxing citizen groups is not a bad idea if it gets more people involved, just as long as it is kept fair.
 
It might get people out of the bigger cities (Through I'm not moving from pherris.... I was the first citizen to live their and I'm going to stay their ;)) I think we were discussing this in the one thread, but it didn't get much attention.
 
Thats why i put it up here. We could also implement it without the roleplay things (with the money) in place. The charging of the groups is just an option, but i think the idea would also work without it.
If there is no negative response until friday i will put it up for shaitan to work out a ammendment to make a law and standards out of it. He can then work this out until sunday so we would maybe have a poll up at next-weeks monday.

I don't know...this seems to add a level of complexity that isn't really warranted. A better idea to encourage people to move out of the big cities would be to have the income taxes higher in more populous cities.
 
My idea also has the + point that there could be simultaious groups with same interest in competition to each other. this is possible, but not done now. For example, if the STG doesnt have a branch in Asphinxia, another similar group could evolve there
 
The complexity is not so high, because the offices must be reflected in the group registration. This will then directly show which provinces are covered by which groups. And there also has to be the "office holder" mentioned in the registry.
More titles=More participation, as we see from our new citizens.
"untitled" ppl tend to leave the game until elections.
