Here's a hint: if the only things up for consideration are the ones which are agreeable to the majority of the nation's citizens (not just Priapos), and the "citizens only" vote is merely selecting from among items which are already approved, then you won't get any complaints. Leave off items that the national citizenry wants, or put in too many items that the national level doesn't want, and that could result in some challenges.
