City Detail Screen - Cursor shows underneath the interface

When running under DirectX 11, my mouse cursor, along with any associated tool tips, appears behind the Citizen Allocation Focus screen (see attached screen shot). It works fine in DirectX 9 mode.

Anyone else see this? Know how to fix?

I think i've already seen this in the bug reports subforum, but can't find the thread atm .
