City flag?

I know absence of a flag means a city is ungarrisoned, but what does it mean when the city flag is flying high above the city, rather than at the side?

It means the city is occupied, and the graphic in city.gif has a blue and a green dot near the middle of each sidebar!

Are you playing with the standard files? How does this differ from the regular appearance of that city type? Which city type is it, anyway?

The only time I've seen that is when the city grows to a different 'icon' style...Or are you using a modpack?
