I'm attempting to micromanage my cities for the first time and I'm totally confused about how the city governor works.
When you start a game, "manage production" is off. Good. The button next to it, which I think is "manage citizens", is on.
What is the difference between this being on or being off? When I turned it off, the governor still assigned tiles for the workers to work, and he tended to pick good ones, so is he off or on? Whats going on?
Does the governor ever assign specialists? Or is that something the player must do always?
