City size

Why 21? To make OCCs more difficult, of course! Seriously, I think that it shouldn't be 21 tiles.

Only 21 tiles maximum can be worked, no matter now large the city is or how much culture there is (aslong as there's at least 10). If you have a city over size 21, 21 tiles will be worked, under normal conditions. All of the extra citizens are turned into specialists.

Then you could have cities in the 1000s of citizens. It would be ridiculously unfair to the people with good terrain and food bonuses. This equals it out. Also, the more citizens = more production = ICBM built in one turn. They don't want that.
 
It blows up half the units hit, and decimates half the population of a hit city. It also pillages all the hit tiles.

The good part is the "blow up half the units hit" part. :D
 
ICBM - InterContinental Ballistic Missle. They are nuclear warheads that can be built (for 600 shields I think), but they cannot move from the city they were built in. They can be launched onto ANY tile on the map. Obviously, if you have a city that has 600 shields per turn because of the 50 tiles it is working, there is an unfair disadvantage. ;)
 
When targeting a city with an ICBM it functions the same as a regular tactical nuke right? My question is...why won't my ICBMS go over water? Another question is...does it kill half the units guarding a city on top of the population as well as pillaging the squares surrounding the city? Cuz I mean c'mon...it IS a nuke.

And yes, it does kill half the units guarding a city on top of the pop and pillaging 9 squares.
 
Because you probably built a normal Tactical Nuke and no ICBM, Apocalyptic. Tactical Nukes need Nuclear Subs if you want to cross the ocean with them, ICBMs have unlimited bombardement range.
