City State Science?

Hi all,

In the CIV5Policies.xml there is a tag for MinorScienceAllies. Two questions:

1) How can I get that to apply to Friendly CS as well?

2) How can I set the amount of science they give? I want CS to give 5 science if Friends, 15 if Allies.

Without the DLL or a major Lua hack, you can't. A lot of stubs are hard-coded that way, including many tied to city-states.

With Lua, you can technically do just about anything.
