City States are Somewhat Broken

In Civ 6, city states are kind of dysfunctional. They sometimes have rebel issues, usually can't build a navy and have housing problems. This is usually due to them only being allowed to build the district they specialize in. This doesn't make that much sense, city states should be allowed to build a harbor, an aqueduct, a entertainment complex, and neighborhoods. This will make city states be more functional, build navies and not have rebel issues. This will also make conquering city states be more useful since in their current state they are useless to conquer (who wants a over housed city with one culture district instead of all of the districts needed to sustain a city). As well, they are useless, collapsing allies when they are not being conquered.

city states can build districts other than their specialistic one. that being said, they'd really need a boost in housing and amenities to work. as it is, in the modern ages they tend to become equivalent to barbarian camps.
 
I never take CS, it an easy take early in the game that is strong.
I have seen plenty with navy and harbour. A CS will only build 2 districts from what I see. One district matches their type and the other is a harbour or CZ.
To me CS are for the envoy game which is a game changer. If I am going cultural and the first 2 CS I bump into are science I tend to ditch my CV or go for seaside resorts or science victory or just have fun, who needs to win anyway.
