civ 3 complete error

For some reason, many of the times i load try to load up civ 3 complete, the civ 3 complete loading icon comes up, and that is it. The game doesnt start, and the game, according to windows task mangager, will not respond, and in fact, does not show up in the applications tab, but the processes tab in windows task manager. So in other words, the game is not technically running, but according to the processes running on my computer, it is just inactive. It has not done this every time, but the game has only booted up 3 times of the 50 times i have tried to get it to run. I have already installed civ 3 complete, 2 times and it is still giving me the same problem. I have tried rebooting my machine a few times, and pulled out the disk and cleaned it, and oddly, a few times it worked, but many other times it hasnt. Now this is where it gets weird. When i first got civ 3 complete, it worked on every computer i put it on.( we have 2). Now i just got a new laptop, and installed civ 3 complete on the laptop, and it is on the laptop it is giving me all the trouble. All the other computers i ran it on, it was fine. I have windows xp, i install the game like i normally do, so i do not know where i am going wrong.
