Not really too important, but I think that the soundtrack for Civ could be a lot better than it is. If they really went to town on it, it would really enhance the gameplay experience.
With DVD's being pretty common, they could easily fit countless hours of music with mp3's or whatever format.
One of the things I like about civ is the educational side. Especially given how non intrusive it is. You can easily ignore it, but if you chose to, there's the little button which will give you a short historical description of the civ or tech. And I think they could increase the depth by adding a good music library. Well, multiple libraries, from really early ethnic music, barque, classical, romantic, blues, jazz, rock and roll, country, big band, etc.
I wouldn't have music playing all the time in the game. (you tend to ignore it if it's playing all the time). So maybe sometime it ramdomly plays a track from a relevent library, sometimes it doesn't.
While this is definatly not an important issue, I think touches like this really help to make the difference between a good game and a stunning game. Grand Theft Auto would never have had the same feel without the radio's in the car's.
There'd be a lot of ways the music could tie in with the gameplay too. I wouldn't want to tie different genres to different civ's, but maybe tieing them in with geographical/political situations.
Blues develops if you have a badly treated popluation (ie, black slaves in the real world).
If you're Civ has lots of Cathedrals, then maybe there's a good chance that a mass by Bach or choral music get's played once you complete a new cathedral.
A democratic civ goes to war, lots of WW and you maybe start to hear 60's protest songs.
You have lot's of open farmland, and you hear country music.
Primitive civ has a We Love the King day, and lots of tribal dance music.
You get the idea.
