CiV G&K and the Steam Overlay

Hey all! I've been enjoying Civ 5 a lot and am about ready to jump into mods (mostly for extra civs). The problem is that my steam overlay doesn't operate at all. That even extends to the in game menu that says "Get Mods." Nothing happens when I click this.

The Steam Overlay works with every other game, which I find strange. How do I fix this?

Did you checked it hasn't been disabled in the game properties in Steam?

I have checked it, it is enabled. Supposedly, at least.
