Civ game with Best diplomatic Features

I like the diplomatic Features. Play against the opponents with trade contracts, sharing resources.. Etc.
So i would like to know which is the civ game (including mods) with the most and Best diplomatic Options?

I guess i have a lready found my favorite civ.
It's civ 4 in combination with base mod.
More Diplomatic Features, more units, building, techs, leaders, civs(and each one looks different and is unique due to extended leader Traits and civ specific properties.)
But it's not that overwhelming like RAND 2. You can end a Session on epic in 10-20 hours and dont need 80 hours.

I am not sure what RAND 2 is, but Civ IV is rated as the best game in the series for people who have played more than one.
