Civ IV Run Problems

I just got my brand new laptop yesterday, and I downloaded Civ IV onto it. It worked perfectly until this morning when I downloaded the 1.74 patch. Now the game won't start--it just gives me a blank black screen with my cursor in the middle.

Oh, and by the way, I run on Windows 7. Can someone help me?

EDIT: I fixed the problem, but now I have an error that says "Error loading shader libraries".

You probably need to install the latest version of directx 9c which is available here:

I did. And DirectX 10. And I tried uninstalling Civ, but I got an error message saying that it was still open, even when is wasn't.
