I have always played Civ2 and Civ3 on a laptop. The cluster of 4 arrows keys works for movement and the diagonals are as follows :
Home = north west
PgUp = north east
PgDn = south east
End = south west
These keys worked at first try and I never had to use FN key at all or any special keyboard mode.
I guess they either work on yours or they don't.
