These "Era=None" techs can also be used as prerquisites for other (non-Era=None) techs; just remember to make those techs optional, or any Civ without the prerequisite tech won't be able to advance to the next Era.
You could give the civ you want to be able to research Tech "A" a none-era tech "Starttech". And then simply set "Starttech" as prerequisite for "A". So just the civ with the "Startech" would be able to research "A"
Era=None techs can only be assigned; they cannot be researched, or traded, or "discovered" by the Great Library. Again, you can treat them as "standalone" e.g., calling one Communism for a modern mod, asssigning it to only Communist Civs, and assigning special units, improvements, etc. to that tech. Or you can use it as a prerequisite for other techs -- say, a tech called "Class Struggle" is necessary to research "Communism"; if "Class Struggle" is an Era=None tech, it can be the prerequisite for "Communism" and only those Civs assigned "Class Struggle" can research "Communism", which is why "Communism" in this approach has to be an optional tech.
