Civ Splitting and Civ Respawning

Question 1: WHat do you have to do in order to cause a civilisation to split, and under what conditions must it be done?
Question 2: When you kill an AI Civ, it will respawn if the option is set as such. Do you respawn? And if not, why not? Would it be possible to code in such a feature?
 
1: To split another nation there are a few conditions that are to be met: You have to be weaker than the civ you want to split (check the power rating with your foreign minister and I think you can count the spears when talking to the other civ) and there has to be an open slot for a new civ because there can never be more than 7 civs in a game. When these conditions are met, you'll have to take over their capital, then they'll split.

2: When the AI civ dies, it respawns as another civ of the same color, but not the same civ. So if your civ dies, one of the two other civs of the same color might respawn, but you'll never know that because you're dead. So the answer is that when your civ is dead, the game is over.

I've had a few times when there were 7 civs in the game (so no open slot) and I took a civ's capital and that civ splitted. So it is possible (though very rare) for a civ to split if there are 7 civs (or has this been fixed with a patch?).
Anyway, when that civ splitted, the rebel side became part of another civ already in the game.
 
That's weird -- whenever a civ splits on me, it's always to a new civ.

I'm not sure, but, I always assumed that the only civs that split were democracies (based on anecdotal evidence, not actual research).

An AI civ can split from any form of goverment. It is the other conditions that must be met in order for the split to occur.
