Netherlands - Grote Rivieren: 20 (23 - 3). Not a bad ability at all! In fact, it is better than many left here. Just spreading the votes around because I don't want to pick on a single civ and keep downvoting it until it is gone; I think that is against the spirit of the thread (no, it is not a rule. So feel free to disagree. The way I look at it is that this is a community thread, so any eliminated one must represent what the community in general votes upon. It being a reflection of one individual or a really tiny minority isn't a good representation of what the community ranking actually is). Also, this ability isn't in danger of going any time soon so...
As good as it is, it means you have to stick to rivers for all your districts. For campuses, it sometimes means choosing between mountains or rivers. Building Machu Picchu means you extend the problem to these other districts too. Oh, and Machu Picchu being in the game means you can achieve similar effects with every other civ.

On the issue of culture bombing harbour tiles, coastal cities aren't that popular, but when you do build one you'd want it to be next to the city centre, which usually renders the culture bomb ineffectual

Aztec - Legend of the Five Suns: 23 (22+1) Districts are the ultimate bottlenecks in the game as you can't throw money at them before midgame. Aztecs have no problem with that, and can almost immediately set up districts without the Magnus ritual.
Brazil - Amazon: 8 (11-3) I really feel like that the great survivor has to come down. Obviously, this has been a heated exchange between choppers and non-choppers, and while I still believe that if anyone would care to do the exact math, it would turn out that chopping is the better approach, I would like to state that this ability is not only not that powerful, it's also situational. Obviously, Brazil has strong bias for rainforests, but it's absolutely not guaranteed that all of your cities / districts will enjoy the benefits.

Brazil - Amazon: 9 (8+1) Rainforest chops are efficient to quickly set up cities But very inefficient at getting wonders/districts (woods are better for that). As brasil, you will chop the few rainforests tiles on which you will place your districts. That is usually enough to kickstart your city.

Brazil - Amazon: 10 = 9 + 1 In contrast with Japan (see below), I find resources generally aren't in the way. Usually the only one is bananas which I find I usually can have in the ring around the district that I want the big boost on.

Netherlands - Grote Rivieren: 21 (20+1) Getting a reliable +2 adjacency for the 3 districts that benefit the most from higher adjacency is pretty great. Getting +3 for TS and the campus are important for Rationalism and Grand Opera, and the IZ is important to get high adjacencies for the Coal Power Plant. Generally you'll already want IZ's near rivers so that you can have them adjacent to the green districts like the Aqueduct and Dam, which also will be next to rivers. Getting a +5 IZ for the Netherlands only requires an Aqueduct and some river, so you're going to have no problem with production, especially if you use craftsmen (Which you should). Also the +50% production to Dams help with the IZ adjacency, and the +50% production for the Flood Barrier can help you handle Global Warming flooding that you'll be causing with your Industrious Coal Plants.

Zulu - Isibongo: 13 (16-3) It's overshadowed by the other military abilities left on this list, Ottomans not losing population and Mongolia getting huge combat bonuses from Intel are a bit better than getting a corps or army from conquering a city.
 
Australia - Land Down Under: 19 (18+1) First of all, this is great. Second of all, it's not difficult to manage the appeal at all, most people just don't seem willing to try. Third, are we really docking this ability points because we don't think the it makes sense for a country that's pretty much all coastal cities with a bunch of outback/desert inbetween them to have boosts to coastal tiles? I would take this over pretty much everything else on this list with *maybe* 2-3 exceptions.

How did exactly English UA survive so long? It is unacceptable Zulu strong military ability risks dying faster than 6 separate mediocre bonuses.

Brazil - Amazon: 11 = 10 + 1 I like this thematically and the bonus comes online from the beginning of the game, rather than having a very slow accumulation like Japan's. Also as noted, chopping rainforests isn't as good as chopping woods from a production standpoint. You get half the production out of rainforest chops as you do woods. Rainforests are better to keep around than woods.

Japan - Meiji Restoration: 15 = 18 - 3 You have to wait around a long time for this bonus to grow towards its potential. It is also reasonably restrictive. If you place a Campus, for example, surrounded by 4 mountain tiles, it can only benefit from and give benefit to up to 2 other districts. It is less thematic than Brazil's too, which is a quality I value.
