RIP Carthage.Another CS I haven't met also got conquered. It stinks Carthage's new Suzerain bonus is less useful. I want Firaxis to add Carthage to the game, so I can kick Chandy's butt as them. Payback!
The new bonus though can make for some really cheap unit purchases, especially combined with democracy. I bought a tank army for I think 880 gold in one game

He doesn't give a policy slot anymore. I'm not actually sure what he does now - possibly grants a governor title? Or is the GM that does that a totally new one?

I believe that Firaxis saw the Great Merchant elimination game thread and decided to nerf Adam Smith to be at par with other Great Merchants.
