I always check for some civ getting an early relic now and think it fair that I swap a luxury for it. After all 1 gold can be useful but an early luxury not. If I need the lux back I can just declare war
They do move stuff out, I used a spy once to check this behaviourMy last game as Kongo, I was conquering Alex in the Ancient Era (before he could make trouble for me, his closest neighbor) and he offered me a relic for peace. I should have taken it, but I assumed that when I conquered his capital, it would be among the booty, like Great Works. But sadly, I discovered that was not the case.

It was his last city. I did not acquire the relic and there was no where to move it to. I suppose he could have sold it off to another player, but I never saw it up for trade in either of the two civs that he could have traded it to at that point in the game. As I was playing Kongo, I was on the lookout for relics for sale.
Ancient Era. He had no Temples or even Holy Sites. His only other city I took previous to his capital. There was no where else to hide it, and I don't think he sold it off.Maybe it was stored in a temple in the capital and got destroyed along with the holy site...? Well, or with the palace.

I think it was destroyed. Which makes me sad. I wish it had given me the option to transfer it to my palace.
Well then, second suggestion. Do we know what happens with relics stored in the palace when a capital gets conquered (and the palace thus destroyed)?
I was hoping they would automatically transfer to an open slot in the conqueror's cities. I believe that's how it worked in Civ V. But I don't actually know.
I just wonder where Mvemba a Nzinga found that relic in the Ancient Era, when he can't found a religion and he can't purchase apostles.
Then he must be horribly lucky. I didn't know that tribal willages also give relics. I never found any.Tribal Village.
