I thought there was something fishy with them building the Stonehenge on, like, T20. Look at what they're getting away with - a stone circle and some picnic benches:

No, tribe of Great Scientists. After all, you can only get that boost from a Great Scientist or through a spy, and they clearly didn't steal it from someone.
 
OK, what are the odds of this happening? I'm in a game with 16 City States.... and NOT ONE has a specialty building!!! :lol:
If you don't have the DLC, 1 in 3 games wouldn't have La Venta, so not too unusual.

With the DLC, three of the thirty possibilities provide improvements. If I'm doing the math correctly, I think it comes out to 13/145 or about 8.97% chance of no city state giving an improvement. :)

Well, on the minimap you can see there's Australia in the game, so at least one dlc is available... and most people who own a dlc most probably got the Digital Deluxe Edition, so there's reason to assume he also has the Viking Scenario Pack :viking:

On the other hand: what's the possibility of none of the Viking Scenario Pack's DLCs city-states being featured in that game?

Exactly! I actually have the 25th Anniversary pack, so yeah, everything :lol: It's funny because even in games with only 8 city states, I almost always get at least one with a building, which is why I found this one so weird :p
