It's not just a forward settle in range of the higher loyalty pressure from your capital. It's not just an off-water settle with no source of water to aqueduct. It's not just a settle next to a city-state that will actively be competing for tiles. And it's not just a city that forces some of his only other possible cities to be founded on desert. It's all of those things and a tundra settle, with not even one luxury in the first or second ring of tiles to make this settle worthwhile for his empire back home.

Forget playing his cards badly, Kupe carefully engineered the worst possible city location on your continent.

On a side note, it's nice to see another City Lights player out in the wild! I love that mod. Also, what's that water mill-like building you've unlocked with Construction, to the right of the Terracotta Army? I've looked at the mods that give Civs extra unique infrastructures and that doesn't resemble Egypt's, to my memory.

It did prove surprisingly difficult because he managed to sneak in a Warrior and upgrade it to a Toa, but in the end, Kupe's settling mistake got rectified.

And well spotted on the City Lights mod. I use it for lack of better. It's far from perfect, but it's so frustrating that the developers didn't give greater modding access so that the features of this mod would not have to be linked to the Aqueduct restrictions that sometimes forces you to or blocks you from placing the Urban districts where you wanted them.

The brown building comes from one of the mods that adds extra buildings to districts - are they called districts expanded or something like that? I don't use them all, because it makes the game a bit too cluttered with too many decisions that don't always make clear sense to me, but I use the Industrial Zone one for the features it links into the Corporations game mode (the only game mode I use), and I use the one for Neighborhoods, because it actually makes these useful.

Another curiosity from my Ethiopia playthrough: military funding Emergency to support their defense against an aggressive enemy (me).
But we are both at war with her and we both agreed to participate.

How is this even possible?

I see Muscat also had a minor accident, picked up like fast food en route to the goody hut that Kupe founded :D
 
Why take Muscat, though? Another city to manage:hammer2:!
 
From the renown beam of light that keeps the multiverse evil in check AKA Sid Meier that brought you great hits like: "Ancient phalanx fortified on top of mountains that can take on a tank" he now brings you "Ancient Quadrireme sniping from atop a volcano".

The volcano has yields, and displays Coast yield (1 Food & 1 Gold). My theory is that the tile was a Coastal Lowland for some reason, and Climate Change did its thing. You just suffered from a bug that prevent the tile to update to its Submerged counterpart. Then, how could a Volcano was made available to be flooded in the first place is a mystery to me. Probably a map script shenanigan, either from a mod or some odd map script?

There was no climate change. Perhaps its location with three surrounding land tiles, and the Dutch UI made for an unusual situation? Or as you suggested, perhaps it was a bug from a mod.

I did take a picture of my PC's computer screen with my phone. I just wanted to zoom in to that area, and not get a shot of the entire screen.

This was a few turns before the end of the game but I'm glad I actually just used up all of my diplo favor since I've been at war with two additional civs, not that it would have really mattered.
