I'm adding a new game speed to my mod, and have encountered an odd problem. When playing with this new gamespeed of mine, cities reach legendary culture with only 1 culture point. I can't figure out why, so please help

What I find most odd is that the only element that mentions culture is one of the only elements that haven't been altered from the normal Marathon speed...
