this is modmods goal is pretty simple. the overhaul of the civic system and the civic GUI. expanding the current civics, allowing for more options, role-playing choices that are viable, and making the civics more realistic will be the overhauling.

there will be at least a few dozen different civic screens, but most of them aren't unlocked or can't be seen until the right techs are researched. the ones that I've thought up are the following:

Are you looking into the idea of not having a None option at all but have the Civic only show up when you have advanced far enough?

I have been looking more at Theism/Non-Theism for my "Changing Religions" mod mod for C2C based on discussions elsewhere I have cut it down to about 10 different varieties which should be represented as Civics. I will be getting rid of a few more as I judge if they are useful in game. One point is that because C2C goes so far back in time it goes before this Civic makes sense to exist. Will you be including a time frame on Civics? I am sure there are others that would benefit from not existing before certain times.

There are other possible Civics that should go obsolete entirely at some point. Although I do see the need for Nomadic in the Galactic Era I doubt it will be "Seasonal Migration";)

edit FYI when you make changes to the way Civics work don't forget about the pop-up that comes when you study a tech asking if you want to change to the newly available Civic. One modder wanted you to have to go through transition Civics and requiring you had certain techs in other Civics before you changed. The Civic Screen worked fine but that pop-up broke their intent

Yes. the none option may appear when you don't have any intention to influence. in fact, I think some sub civic options may not even be able to be selected due to current rule type, current education civic, etc. when you aren't allowed to change them directly, you can try to influence them via policies and/or other civics. political parties or ideologies may work as crime and education properties do, but with the ability to select one's political party, as one does for religion (arguably that could be an even greater system, make political ideologies work akin to religions do now, with added bonuses to buildings and making it a requirement for ideological specific buildings or civics. and much like how secularism disallows the selection of a state religion and atheism disallows most religions altogether, we might do the same with government.)

the popup in question may not appear at all if current civics disallow for it. if it does, the popup may say that, while you aren't able to pick this civic, it may suggest a civic change in other areas, to allow for that civic to be enacted.

Just pointing out that the current pop-up may be a problem. If you are already considering changes to then all is good.
