I put new thread because i want to separate it from military promotions.
I put the changes in I tag

Civilian unit category (we have it but it is empty now).
Police are civilians (work 8h/day and go home as normal citizen)

Civilian unit - unit category
- cant enter enemy teritory (nobody send civilian for a war)
- can only defend (like it is now)
- cost extra gold/turn
- have own independent promotion tree
- Dont take XP from miliatary instructors and building (will have its own)
- Dont take XP from combat - only occasuinal promorions (if possible)
- build with food like setlers (if possible)


Civilian units (so now police unit) promotions should be

Policing I,II,III - like it is now crime fight
Patrol I,II,III - like it is now decrease revolution
Quarantine I,II,III - decrease disease impact - help to fight with disease by make closed
areas, vacination and others
Counterespionage I,II,III - like fbi - help thwart rival spies and makes enemy espionage missions more expensive and less likely to success.
Serve and protect I,II,III - usual every day police work - traffic control, law and order, provides hapinness and health
Emergency tactics I,II,III - help people to find shelter when city is attacked by nukes, chemical or biological weapon (less loses in civilians)
Antiterrorist protocol I,II,III - help to stop terrorist attack in the city - can see invisible units like assasins, rogue and others
Firs aid I,II,III - help to heal units in city or city vincinity (or we will add this ability to buildings)

My goal behind this promotions is avoid situation that ib each city i must build few special units like it is now: police to fight crime, dog to see invisivle units, spie to thwart enemy spies, medic to heal.

Starting from v26 town watchment - police unit line will be placed in Civilian/Domestic unit combat class (as ls612 said)

What the statistics for above promos should be. What other special promos abilities this unit class should have.

My proposal is to make this unit effectiveness depending on civics (+ XP for civilian units or free promotion s by civics) (if possible)
 
I do like the idea. Complexity for the simple sake of complexity is not a good idea.

So the idea of combining Police, SWAT, DEA, ATF, FBI, CIA, EMT, Firemen, Fire/Rescue, CDC, FEMA, Park Rangers, etc... into a single 'unit' chain with variable promotions would simplify things. However certains aspects would certainly be a bit more usefull if it came down to having to defend against enemy action than others. That loss can just be presumed in that each 'unit' would represent a little bit of each of the functions and so have a Defensive value, but not as high as a purely military unit of equal tech.

However, having said that I don't think the promotions should necessarily be exclusive to non-military units. I admitidly haven't gotten anywhere near the tech level to know what the current units/promotions are...

But it seems to me some of those (proposed?) promotions regarding non-military units only shouldn't be limited as such in my mind. MP (military police) specialize in many of those same functions. They (at least as far as USA version) were established in 1941, but trace their history back to 1776 with the establishment of Provost Marshals which quickly developed into the Provost Corp in 1778. You also have Secret Police (perhaps linked only to certain civs) like the Gestapo and their ilk.
 
For First aid, you already have Medic Units. Maybe mor give Quarantine Promotions some heal in bonus
Agree with police-units as civilian

But I think workers are civilian too. Unable to attack AND anable to really defend.

For promotions, maybe all terrains-related promotions can be useful. Having some rangers with woodsman or civilian from an arctic city taking no dmg from ice seems not silly.
Maybe some "religious" promotions too, like gentleman
 
First we can talk about what the stats for civilian units should be. I can make graphics for it but i dont know in what file format it should be. can someone answear me?

There is a "Civilian" unit category but nothing in it yet. Note this is separate from a "Worker" unit category.

Once I release V26, I intend to move the TW line to the Civilian Category and allow them to have only City Defense, Combat, Drill, and Policing promotions.
 
I have done a bit more thinking on this and I am not sure we need more units at all.

The suggested healer line for instance could be part of the already existing medical buildings.

Agreed, but we can move existing units into that category and make some new promotions, which is what I intend to do.
 
Honestly, you could define Policing units as Civilians, sure, but I think it'd be most beneficial soon to also define them as Law Enforcement Combat Classes and give access to the Law Enforcement promos directly through that. This way you wouldn't have Healer Combat Class units taking a bunch of anti-crime promos etc...

This is I the best name for the Town Watchman line. So maybe ls612 should rename Civilian unit combat class to it?

Quarantine I
-1 disease
5% less likely to spread plague to another city

Quarantine II
- 2disease
10% less likely to spred plague...

Quarantine III
-2disease
15% less likely to spread plague...
