Provided you build your Campus, Theater, and IZ districts along a river they will be as good or better than Japan's districts until you surround them with 5 districts, then Japan pulls ahead. Science and culture are two of the most important yields for winning and the Netherlands provides more earlier. Japan has bigger yields in the late game and also works with HS, CH, and Harbor districts.

And interestingly if you play them on TSL map, it's really kind of useless. Works better in the middle of a large continent with no ocean cities, which doesn't make sense for Japan for me.

But before that in the early game, a simple triangle district of a Campus, Theatre Square and a city center gives you big bonuses. You get a +6 Campus Adjacency with Natural Philosophy, you get the +3 adjacency bonus needed for Rationalism boost and the +3 Theatre square adjanceny bonus for the 50% culture boost in a city. (the name of the policy card escapes me.)

Russia - Mother Russia: [26] [25+1] The land grab ability is so good. Better initial tiles to work, less wasted gold, flexible settling for early cities. The bonus yields to the tundra laughs at that expansion Civs' tundra bias. The land grabbing allows them to work good farms and have productive cities in the tundra. Russia gets an early pantheon (faith based no doubt) without the need for first meets on city states, the lucky relic, or running God King for 25 turns (yuck). Enjoy a stellar faith economy all game long by doing something you'll do anyway -- work hill mines. The Lavra is great, but it's not all Peter has.

Indonesia - Great Nusantara: [12-3=9] Problem with +0.5 adjacencies is you need an Even number for them to work. Considering coast tiles, this means either 2 for a measly +1, or 4, which is not so common to find, for just +2. You may find some ideal 1-tile island for a +3 but, ¿how many times?
Japan - Meiji Restoration: [26+1=27] This, on the other hand, is great, because makes each district adjacent you place count a +1, avoiding you losing potential because of +0.5 points. (So 3 adjacent districts, which is pretty common, is a +3 instead of a +1, which means 3 times more than the normal)

This ability pales in comparison to those 3. Not a horrible ability, but the competition is getting pretty strong at this point to stay in the game.

Brazil - Amazon: [10 + 1 = 11] amazed this is lower than abilities like France. This enables some of the best adjacency possible at the very start of the game. Some chopping is still possible, you need a core ring of jungle tiles you can replace with wonders/districts to minimize bonus loss. In my current game I have multiple + 6 campuses/theater squares/commerce hubs. I didnt build holysites but those are an option too. There are legitimate playstyles besides razing everything and Brazil excels at them. Only Australia gets comparable bonuses so early on a similar range of districts.

Time for my weekly rant then :rolleyes:.

Australia:
  • Mountains, woods, rivers, oasis tiles, man-made wonders, coast tiles, theatre squares, holy sites and the amenity districts all grant +1 appeal, city parks and natural wonders grant +2.
  • Appeal is abundant - I was getting high appeal tiles even in the rainforest pre-chopping.
  • High appeal spots are otherwise useless. Australia isn't a culture Civ really - this bonus is much better for raw yields.
  • Speaking of raw yields, this gets ridiculous and fast. Japan's ability is limited to +6 (only +3 from the ability itself) for adjacency - in my last game as Australia I was swimming in +8 campuses. +8 campuses make the Seowon cry. +8 campuses which are then doubled via policy cards.
  • Rewards you for building campuses next to mountains (great!), districts near theatre squares and theatre squares next to campuses - all of which should already be done.
  • Free +1 adjacency for districts next to coast tiles, holy sites or theatre squares.
  • Has two more boosts - one which greatly boosts a strong UI and quickly expands your empire and another which lets you settle high-appeal coast tiles easier.
  • You can feel free to build any district types you want.
  • Encourages optimal play.
Japan:
  • Not useful from game start - generally need to unlock quite a few different districts and grow cities quite tall (too tall) to get max bonuses which is suboptimal.
  • Wants you to settle your cities in a really compact fashion which makes them weaker late game.
  • Captured cities are often more dispersed and don't really benefit.
  • Captured cities may also have pre-built districts. These are less likely to get a bonus than Australia's.
  • I mean it gives a small boost to industrial zones and Australia doesn't? I suppose? Industrial zones are weak anyway.
  • Harbours don't really benefit here.
  • Actively discourages building other districts such as Encampments.
  • Really screwed over if there's important tiles such as luxuries where you should really be building a district.

France - Grand Tour: [14 - 3 = 11] Wonders just aren't worth the risk without a more substantial boost to productivity. Too many wonders in this time period require a religion to fully make use of them, so you don't even get full maximization the wonder and this UA unless you have also founded a religion. Religion and wonder building are two of the most competitive and least profitable parts of the game. I'm usually not willing to take a gamble on both in the same game.
