Well, yeah, of course I did. It fits the leader.
The founder of the modern state of Tanzania was Julius Nyerere, whose "ujamaa" policies were based on the pan-Africanist socialist model. However, while he made great leaps and bounds in improving access to medical care and social provisions, Tanzania's economy was ravaged by corruption and mismanagement, ending up firmly in the toilet. His successor, Ali Hassan Mwinyi, went in completely the opposite direction, opening up the country to trade and ushering in economic liberalism, multiparty democracy, and social progressivism under a series of policies known as "mzee rukhsa", which is Swahili for "anything goes". Similar models were adopted elsewhere.
I wanted to construct an idealised version of Tanzania, without focusing on a dictator and instead on what the country could be - one that makes itself work and does right by the people under its auspices. The coffee auctions at Moshi brought in vast prosperity to the nation, and were it not for the fact that Tourism is a real pig to code, I would have used it to increase the city's Tourism output for trade. Instead, I made it much more focused on gold gain, with bonuses for going for a Cultural victory - but with a civ so good at making money, you can go for any victory type.
