Wow, that's...wow. Those are all superb! I definitely get why you want to make a new icon for the Robot Master Unit; it's the one I'm least satisfied with as well. I actually just finished an alternate version of it:
That's pretty good! Normally I'd just have one copy of the unit, but since there's so many different Robot Masters a group shot was one of the other ideas I had. I'll use that one!
Trying to figure out if I should make the Wily UFO or the Wily Capsule...
EDIT: Used the Wily Capsule for the icon.
I've got a model that might work, although it won't look quite like a Wily Capsule or UFO... <.< Still, it's a flying saucer!
Excellent work! Very Dynamic. This is shaping up quite nicely now. I wouldn't worry too much about the modeling side of things really. It'd be nice if the UFO could be re-textured to look vaguely Wily-ish but I wouldn't ask for anything more than that. Wonder how we should handle that for the Robot Master, though...
Should probably start thinking about music for this thing, too. It's getting a bit late over here now, but I'll look into it tomorrow.
The robot masters are usually associated with a stage, so wouldn't it be nice to have them become Great General replacements that spawn once a city is founded? It's quite similar to Scipio's Rome (made by Ishipp), but I thought I should say it either way.

I've been playing around with converting some Civ 4 models for my sci-fi mod, and I found a "flying saucer" that's of a suitable shape for a capsule. I'll play around with it and see what I can do.
As for the Robot Masters, for now I was thinking of a GDR reskin, although I'm tempted to try and use an alternative bipedal robot I found. Perhaps at some point I'll actually make 8 different Robot Master skins, so that each of them can have their own coloration.

I'm not familiar enough with the games to know which music would be the most iconic (although I did play through Mega Man 3 and 4...), so I figured I'd let those with more knowledge pick out the best themes.
Still, would be amusing to make a soundtrack of all the level themes for him!
Hrm... I was going to start working on the code, but realized I'm not sure what to call the mod yet. Eggman's Empire is pretty classic, but what would Dr. Wily call his civilization?
Anyhow, I also have some city names: Wily's Castle, Wily Towers, Monsteropolis (Heh, that's an obscure one), Cossack Citadel, X Corp. HQ, and then Wily Castle 2 to 10.
I also started writing up some text for leader interactions with Wily:
Greeting (Generic): Welcome, peon, to the castle fortress of Dr. Albert Wily! I'd suggest you memorize that name; you're going to be hearing a lot of it soon. Stay out of my way, and maybe I'll go easy on you once I've re-constructed my Robot Masters!
Accepting a Trade Offer: That will do...for now...
Refusing a Trade Offer: What kind of moron do you take me for?! Be glad my Robot Masters are busy defending the Castle...
Proposing a Research Agreement: My Genius could do wonders for your backwards little country! What do you say?
Declaring War: Prepare to face the Mechanical Might of my Armies! I'd suggest you surrender while you still can...
Proposing a Peace Treaty: Er, Perhaps I was a bit hasty. Surely we can come to some sort of agreement? Eheh heh...
Upon Defeat: Curse you! I swear, someday, somehow, I will get the respect I deserve for my genius!
Proposing a Trade Offer: Your progress is admirable! I'd actually like to propose a trade. How does this sound?
Asking to declare friendship: You seem like you're a few steps ahead of the rest of these saps. Whaddaya say we pool our resources?
As for a name for the civ...hmm, I'm thinking either Wily's Kingdom, or Wily's Warriors. Anyone else has ideas, I'd be glad to hear them.

Gilglimesh wasent real either my friend, but he was still made. archer of fate night stay a fictional anime charecter not real, still made. Alot of the mods that have been made were not just of rulers but anything else under the sun. Anubis an actual mythological god of the ancient egyptian society. Imhotep yes not a ruler btu an actual person who did exist and was probably one of the most influential people in the history of the egyptian civilization outside of Ramses 2 or Neferteri. Its a request thread my friend, nothing more. I put my request out there and ill await to see if soem of the moders such as bane or others can help to fulfill this request. As for those who are just commenting please refrain from trying to flame it please.
If your looking for a Historical one to make, then I was thinking about Qin Shi Huang from China. The emperor that they built Terracotta Army for.
Sorry my comment came across as flaming. What I do mean is that both Anubis and Imhotep would be weird leaders of Egypt. I'm not against making fictional civs; it's quite the opposite, actually, I'm planning to do so myself. Civs based on Egyptian deities would be cool, but Egypt under Anubis wouldn't make sense. Ancient Egypt has existed, he hasn't. Imhotep, on the other hand, would not fit as the leader of any civ, as he, like I said, wasn't a ruler. Yeah, he's influentual, but by that logic Socrates could lead ancient Athens; it doesn't work like that. Now, referring to Imhotep in an Egypt under a different leader, like Djoser, is a different matter.
Also, Gilgamesh was likely a historical character.
As for the Ch'in, LastSword has made one, actually. It's pretty good too.
I understand what you were saying man. It's perfectly fine. My cousin was looking into an Anubis civ. Thats why I threw that out there. So we were just talking about it and maybe an Egyptian Underworld civ led by him or the Cult of Anubis civ.
As for Imhotep, that one I threw in there as at one point he did take the throne of Egypt temporarily. Technically he was a leader for a few years until the Pharros was ready to take throne.
Thank you Doctor McGann. xD It makes sense. I mean Imhotep is a great engineer. But George Washington is a Great General. And Alexander the Great is a Great General also. So there are different aspects that can be thrown out there.
Anubis has his own cult within the Ancient Egyptian society. Because of that, one could make a statement that you can put any of the egyptian gods could be leaders of Egypt in religion standpoint. I'd LOVE to see a mod for the religions based on the egyptian religions. I think that would be something really different. But thats something that I leave to everyone that wants to make the mods.
As far as Qin LastSword, I've been interested in why no one has made a mod for him. He is the reason Terracotta Army wonder exists IRL. There are many different ones through history that one can make as far as wonders. But no one thinks of these.
Qin of China would be a very nice addition in my view as I tend in stock Civi to play Wu Zetian as is. So it is a nice addition for me to play.
But for the most part it would be awesome to see if someone can make an Anubis or Imhotep civilization. All of these are just thoughts that I am putting out sorry if I have repeated myself at some point in this.
