Civilization Request Thread

Hello, I was stalking this forum for a while now, and I was inspired to make my own Civs by both the Philippine Jose Rizal mod and the Puella Magi Madoka Magica modpack.(I love the theme for the former, resistance during policy adoption really hits close to home; and Demon Homura has almost topped Shaka and Attila in my most hated Civs-to-play-against list)

However, after seeing the Guide to Modding and all the XML and Lua files, I felt a bit too overwhelmed, so I guess I won't be trying anytime soon.

Still, I would like to post some of my ideas in case someone would like to make them :D

For my 'beloved' country, the famous local dictator.
Ferdinand Marcos' Philippine Empire

UA: (The New Society) - When an Ideology is found, receive an extra Social Policy or Ideological Tenet. Get 50% more Unhappiness from Ideological Pressure, but 10% less from Population.

UB: Detention House - replaces the Police Station. It also gives +1 Happiness, and gives +15 xp to Military Units trained in the city. These effects are doubled if a Spy is stationed there.

UU: Crony - replaces the Great Merchant. They are slightly more cheaper to generate. When stationed within a city, that city produces 20% more Gold, but produces 10% more Unhappiness. You also receive 25% less Gold and Influence from Trade Missions.

I am also a fan and casual player of Magic: The Gathering, and I particularly like the guilds of Ravnica, so here are Civs for some of them:
Teysa Karlov's Orzhov Syndicate

UA: The Church of Deals
20% of faith generated adds to GPT. Receive a gold boost for every Great Prophet/Missionary expended. Receive a faith boost for every Great Merchant expended.

UU: Blood Barons (replaces the Lancer)
Has more combat strength than the Lancer it replaces, but isn't mounted. The Blood Baron generates gold equal to 50% the killed unit's Combat Strength. When garrisoned in a city, it also produces +1 Faith.

UB: Godless Shrine (replaces the Shrine)
No gold maintenance. Furthermore, It gets an additional +1 Faith for every Market, Bank, Mint, and Stock Exchange in that city. Also increases City's gold output by 5%.

Isperia's Azorius Senate

UA: Will of the Senate
Receive an additional Delegate once the World Congress is founded. As long as Azorius is the host, cities gain an additional 25% boost to Culture and Tourism.

UB: Senate Hall (replaces the Castle)
Aside from the defensive bonuses a castle already provides, the Senate Hall provides a 10% Combat Strength bonus to all units within the city borders, and an additional 2% for every 2 City State Allies Azorius has.

UI: Hallowed Fountain
Requires Theology. Can only be made in tiles next to a River. Gives +1 culture and +1 food. These effects are doubled when Azorius is the host for the World Congress, as well as an additional +1 Gold.


Lastly, I've started playing a game called Drakengard 3 on the PS3, and I absolutely adore the cast I've seen so far, and I would also like to see Civs based around some of them. (I haven't finished the game though [it's very hard :( ] so maybe these would change)

(Lady) Five's Empire of Five

UA: Intoner of the Seas - Luxuries from another Civ or City-State provide 25% more Happiness. Once Acoustics is researched, Fishing Boats and Offshore Platforms give +1 Faith.

UB: Sea Temple - Replaces the Harbor
Cities that have a Sea trade route from a city with a Sea Temple receives 50% more religious pressure. +1 Faith from sea and ocean resource tiles.

UI: Water Shrine - Requires Astronomy. A sea/ocean tile improvement on a City State's territory on a tile next to a Luxury resource (a hybrid of Portugal and France's UI). Grants you a copy of one of that City-State's Luxury resource, or ALL if Allies with it.

(Lady) Four's Fortress of Four

UA: Intoner of the Mountains - All units on Hill tiles get 5% Combat Strength bonus and units near Mountain tiles get 10% Combat Strength bonus. Once Acoustics is researched, tiles near a Mountain get +10% more yields.

UU: Airship - Replaces the Great War Bomber. Is cheaper to make, doesn't require Oil, receives the Bombardment I promotion, but is slightly weaker.

UB: Mountain Fortress - Replaces the Castle. It gives more health and and Combat Strength than a Castle, and gives the city +10% production. May only be built in Cities near a Hill or Mountain tile.

(Lady) Three's Dominion of Three

UA: Intoner of the Forests - When Acoustics is researched, Forest tiles give +1 Science. For each Scientist Specialist slot filled, Military Units trained in that city get +5 xp.

UB: Enhancement Facility - Replaces the Public School. Forest tiles worked by the city get +1 Science. Contains two Science specialist slots.

UU: Armisael - Replaces the Great General, and requires no Gold maintenance. Armisaels ignore terrain movement costs, and units (enemy or friendly) killed near Armisaels gives Three a tech boost equal to 20% of the killed Unit's combat strength.

To who this may concern:

Here's a quick rundown as it's late and I don't have time to really explain...

This civ I have in mind is one that I sort of wrote the fictional history in, in November 2013 as part of the National Novel Writing Month challenge.

- Helgafjord/Kingdom of Helgafjord (named because of it's proximity to "Helgaf's Fjord" named after the founder, Erik Helgaf)
- The people are "Helgajens"
- I based them off the Norse, Scandinavians, Vikings, etc. Also kind of based a bit off the land of Skyrim in The Elder Scrolls but without the magic and other fantasy elements.
- Capital is Eriksstadt, founded 480 BC (was considering making it sooner)
- Really considered a Kingdom from 460 BC
- possible leaders include Bjorn II, Elsa Svenssen, or Harald Svenssen. Harald would probably be the best bet.

Been thinking about UA, UB, and UU ideas. It's tough lol.

Potential ideas for UA include some boosts to culture or great works of writing or something, diplomacy boost with city states somewhat like Greece's (this is due to a certain part in the story), possibly some maritime bonuses. However they are also not afraid of a fight so a/some UA(s) would have to be decent. Now that I played the Fall of Rome scenario, when I first saw the "Seaxman" unit pop up, I thought that was interesting. The Seax (Sax) is featured as a sword in several instances actually, during the ancient times for Helgafjord. I'm also considering something like this one tavern being a UB which gives extra happiness, or perhaps a boost to happiness for several turns after winning a war (if that would be possible). Again this kind of has to do with parts in the story.

The thing is that in the context of the story, what makes a helgajen a helgajen is perseverance despite hardship. They go from exile to empire; rags to riches...I just don't know how exactly that could be captured though.

Hiram had the Palmyrene Empire somewhere in his queue. Where exactly I don't know, as now they've moved onto discussing the possibility of a Chimor civ. Page 31 of his thread includes pretty much everything we know he's planning to do with Palmyra thus far... which is pretty much just the colors he was going to use. :/ Still, it's worth a shot. Maybe you could bring it up again?
 
An idea for a civ!

Mvskoke (Muscogee/Creek)
Hoboyetly
Kohasalke Leadership. Upon reaching level 3, units obtain the Tustunnuggee promotion, providing +10% combat bonus to adjacent friendly units; +3 Happiness for each completed Policy Tree.
Abihka
Colours - Lawn Green and Yellow
Unique Unit: Refugee Warrior. Replaces Rifleman. Cost: 125. Combat: 30. Movement: 2. Double movement and +33% combat in marsh and flood plains. Other civs that are unhappy may have their melee units defect to your civilization as Refugee Warriors.
Unique Improvement: Posketv Grounds. +2 Culture, +2 Faith. Must be built on a grassland or plains tile adjacent to a forest. Only one allowed in a city’s radius. Unlocked at Philosophy.
Starting Bias: Grasslands
Region: North America (Southeastern Woodlands)
 
A Romance of the Three Kingdoms Civ pack would be the best ever.

You'd have Shu, Wei, Wu and possibly even Jin. Art would be no problem since you could just use the Dynasty Warriors renders.

I'm currently making a pokemon world mod and I'm fine making the actual world. The thing is it being my first mod I'm not very experienced and I currently am not able to make new civs or city-states. What I am asking is if someone could make me a civ for the pokemon regions of Kanto, Jhoto, Hoenn, Sinnoh, Unova and Kalos.

If someone else who is familiar with the has any ideas,please tell me.

In the meantime I will use in game civs with the regions names.

I don't even know if the UA is possible, but something I just came up with:

Komori
Said Ali bin Said Omar
Shadow of Karthala: At random intervals during the game, a random water tile near Moroni will be converted to a grasslands tile. Ocean tiles adjacent to the new grassland tile will be converted to coast tiles, which have a chance to contain the standard coastal resources. Grasslands in Komori territory produce +1 food.
Moroni
Colours - White and ForestGreen
Unique Unit: Trading Dhow. Replaces Trireme. Cost: 45. Combat: 10. Movement: 4. +1 movement in shore tiles; can construct work boats.
Unique Building: Perfumery. Cost: 100. Unlike the Mint that this building replaces, the Perfumery can be built only if there is a forest in the city’s radius. So long as there is a forest in the city’s radius, adds a unique luxury resource Ylang-Ylang and +2 gold.
Starting Bias: Archipelago
Region: Indian Ocean
 
I enjoy having the Papal States available as a modciv, but the three versions I've played each have a few good points that I wish could be combined:

  1. JFD's version: a dedicated Great Works list. A civilization which exists because of a specific religion should produce art, literature, and music consistent with that religion. (And speaking of music, I'd also nominate JFD's Papal States as having the best audio of the three... :trophy: )
  2. LastSword's version: The ability to spend Faith and annex city-states of the same religion. I also like his guaranteed chance to found a religion, although it would make more sense for the Papal States to found one (and make sure that it's Catholicism) at the start of the game. (LastSword gets my vote for best UA and best leaderhead; a medieval, convert-and-conquer Pope fits my early-era play tyle.)
  3. A third, pre-BNW version whose creator I've forgotten: having the capital generate Faith from the start. This mod substituted Faith for the usual Culture yield; I'd personally allow both, given the disadvantage I wanted to add.

All three modders agree on the Papal uniques: a Church replacing the Temple, and Swiss Guards replacing Pikemen. (I'd go a little further with both; St. Peter's Basilica should be the Pope's replacement for a Grand Temple, and the Swiss Guard would neither upgrade nor go obsolete.)

A few ideas I had for this modmerge were my own, though: the Papal States should be unable to produce Settlers or found any city beyond the first. Only conversion/annexation would give the Pope new territory; so any policy/wonder which ordinarily gives Settlers will give Missionaries instead (to convert and take over more cities). Since this civilization needs to gain and spend Faith often, it can select Piety policies in the Ancient era.

Would any of you be willing to help me combine the three Papal States mods into one working, decent-looking result? I appreciate any serious, constructive effort you can offer; many thanks!

Third would be me. My Papal States still substitutes the starting culture for faith. And after Janboruta is finished with it, there will be no competition for leaderscene ;)

I was working on this anyway... well, working is a relative term, since I cannot code worth a damn, but here are the ideas I had.

Kanto (Champion Blue)
Start Bias: Avoid Forest
UA: Gifts of the Three Birds
Starts with either Marble, Incense, or Pearls in range (randomly selected). Copies of that Luxury will produce +2 Culture and +2 Science in addition to their other benefits when improved and worked, rising to +3/+3 after Biology is researched.
UB: Celadon University (replaces Oxford University)
1 Free Technology, (+2 Great Works of Writing slots in BNW), +2 Specialist slots for Great Engineers (if you started with Marble), Scientists (if you started with Whales), or Merchants (if you started with Incense).
UI: Power Plant (entirely new!)
Requires Electricity to build. +2 Production. +2 Science and +2 Gold after Ecology is discovered. May only be built on Atoll tiles.

Johto (Champion Lance)
Start Bias: Forest
UA: Ruins Of Alph
Landmarks generate Faith rather than Culture. The Capital receives a free Pagoda once Writing is researched and a Golden Age has ended.
UB: Roosting Tower (replaces Castle)
+10 City Defensiveness. Generates +1 Golden Age point per turn when the city owner is at peace, and an additional +1 Golden Age point per completed Policy Tree once Architecture is researched.
UU: Kimono Dancer (replaces Missionary)
+25 Religious Strength per Roosting Tower built, +1 Movement, +1 uses. Costs a lot more Faith.

Hoenn (Champion Wallace)
Start Bias: Coast
UA: Titans Of Land And Sea
Naval Units gain +1% Combat Bonus for every Ocean or Mountain tile (randomly selected) in the Empire. This bonus is applied to both sets of tiles after researching Flight.
UU: Team Aqua Sub (replaces Submarine)
Can melee attack less advanced ships, though still unable to attack cities. Starts with the Prize Ships promotion. Retains these abilities when upgrading.
UU: Team Magma Bomb (replaces Cannon)
Can move through Mountains and Hills with no penalty to movement. Has +250% Combat Strength against Cities founded on Hill tiles rather than +100%. However, it is a Melee unit and has a -33% Combat Penalty when defending.

Sinnoh (Champion Cynthia)
Start Bias: Hill
UA: Cradle of Creation
Cities gain a +5% Growth bonus for every Great Prophet spawned. Holy Sites yield an additional +2 Food.
UB: Trio Shores (replaces Garden)
+25% Great People generation rate. +5 Faith for every 3 Lake tiles owned by the city owner. +5 Faith for every 3 Natural Wonders discovered by the City owner. Does not require Fresh Water.
UU: Red Chain Warrior (replaces Rifleman)
Lower Combat Strength. Starts with the unique promotion Red Chain, granting the unit +1 Movement and +25% Combat Bonus against slower units and units with higher base Combat Strength. These bonuses stack. Costs more than the Rifleman it replaces.

Unova (Champion Iris)
Start Bias: Tundra
UA: Draconic Determination
Gain +2 in founded Cities for each Mountain Tile in range. Gain +3 Food in founded Cities for each Snow or Ice tile in range.
UB: Lacunosan Wall (replaces Walls)
+5 City Defensiveness, +50 City HP. Doubles the effectiveness of internal Trade Routes sent to the city; however, no international trade routes can be sent to or from there.
UB: Chargestone Facility (replaces Solar Plant)
+4 and +10% Production. May ONLY be built in a city that contains a Nuclear Plant. Does not require the City in which it is built to be founded on any particular tile.

Kalos (Champion Diantha)
Start Bias: Grassland
UA: Pays Des Etoiles
If a Great Person is used to generate a burst of points (eg. Discover Technology, Hurry Production, etc), the use also generates an amount of Culture equal to 10% of the other points generated and increases the Capital's Tourism output by +2.
UB: Great Henge (replaces Monument)
+2 Culture, +33% Production when building Archaeologists.
UB: Boulevard (replaces Hotel)
50% of Culture generated by Wonders in this City is added to its Tourism. +50% Tourism from Great Works. +5% Gold per International Trade Route sent to or from this city.

I have absolutely no idea if any of this will even work, but w/e.
 
Republic of Wadiya (Admiral-General Aladeen) - There's an awesome Admiral-General Aladeen icon by knightmare13 floating around in one of the City-State mod threads. Would love so use him as a leader!

Confederate States of America (Jefferson Davis) - There really isn't a recent one that I've found. Probably should check the Workshop again, but still.

Iran (Ayatollah Khomeini) and Iraq (Saddam Hussein) - Murphy613 has an interesting version of each, but I'd rather not replace Civs if it can be avoided.

I've got a heavily WIP Confederate civ of my own, but it'll be quite a while until completion as I need a custom UI model and Lua among other things. You can check out the "Incomplete Civs" section of the OP of my thread there for a more detailed design.
 
The fun thing is that the phrase could actually be a good summary of Queen Ranavalona's Foreign Policy...

Unique ability: Last Line of Defense
This civ cannot create settlers and settle new cities, but it can take control of city states much like Venice can with a Merchant of Venice-esque unit called the Jaeger Marshal. All Iron/Aluminum/Uranium sources worked by this civ provide double the amount of Iron/Aluminum/Uranium.

Unique unit: Jaeger
Replaces the Giant Death Robot. Requires 1 Uranium. Faster and stronger than the Giant Death Robot, and the Jaeger can also move through ocean tiles without having to embark and is not slowed down by rivers.

Unique building: Jaeger Academy
Replaces the Military Academy. +20 experience for all units trained in a city with a Jaeger Academy. Also provides +3 Science.
