Here is a part from that russian gaming magazine (I don't have a life you see...).
It's as straight of translation as i could do. Everything is as it was in that magazine, didn't change anything, didn't add anything, just translated. It's as close to original as it can be. Skipped some of irrelevant text. I wouldn't want to believe some stuff said in it though. I don't find gaming magazines very trustworthy.

Think, prepare, develop all unit categories including the fleet (ships are capable of bombarding coastlines). Firaxis are threatening to redo the naval warfare, but how exactly is unknown.
One more thing regarding warfare – it does not allow the famous “warrior attacking marine” situations. Units with guns will shoot down a bunch of clubmen with no mercy before they even reach them.
Not a fact that we will want to go into war in the first place however. Firaxis radically changed the diplomatic system. AI will react more actively towards aggressive nations. Start a couple of wars and you’ll find that a coalition of nations have united against you. While being the local Hitler (or Stalin) is fun, it’s quite hard. It’s much easier to make agreements of conjoint research with neighbours - in perspective technological cooperation brings more bonuses than direct occupation of neighbouring country. One more pleasant feature is city states (think of ancient Greece), trying to survive next to insane superpowers. If you wish you can conquer some independent Danzig or Krakow and gain another city to your empire. But it’s way more interesting to make partnership treaties with little-ones – which will gain you another source of gold and tech in exchange for protection. Again you’ll gain more from this kind of diplomatic play than from occupation.
Territorial system is also changed – borders grow slowly and don’t depend on culture (you can accelerate their growth by investing gold in state expansion, but gold is as always short). So you have to carefully plan where to place your new city, taking into account if valuable resources will be in their line of influence (or if the enemy gets them first). AI will act accordingly – our AI buddies now have a variety of predetermined strategies. If they see that there is a lot of free rich land they’ll start to expand like crazy. If they see that everything is taken, they’ll concentrate on developing their empire. Science is concentrated in cities – certain groups of populations will add points towards research, you can no longer buy research with gold. So if like communists you decide to send all your intellectuals to gulag, technological development of your country will stop.
System of social politics looks distantly similar to <”?tree of talents?”> from “World of Warcraft” or doctrine from “company of Heroes”. Peaceful citizens, concentrated on building opera houses and training balalaika bands will sufficiently outrun the “always at war” empires in domestic establishment.
To balance the complexity of social politics, religions are removed completely, stripping the progressive society of a pleasant possibility to declare jihad on Switzerland.
Producers promise that leaders will act more lifelike. Also all Emperors, presidents and Kaisers will act accordingly to their real life equivalent. You can expect aggressiveness from Hitler and peaceful development from Gandhi. Also characteristics of leaders will change a bit in the beginning of every new game so they wouldn’t be too predictable.
Much attention is made to custom mods – in game browser, allowing to check out and download mods without leaving the game. You can also visit fan sites and have arguments with some Texas farmers while not distracting from building your fourth Reich.""
