I just bought Civilization V today, I installed it with steam, and then went to run game, when it asks me to select direct x9 or direct x11 I choose 11 ( but I have tried both) and it just goes to a black screen, and then crashes. Heres my Dxdiag:

It has installed all the necessary things. DirectX, C++ and perhaps also updated them? If I recall correctly it was a number of things that needed to be installed (for me at least).
I'm sorry that I don't remember more because the exact thing happened to me but I managed to install everything (I have the DVD and found the various exe files on the DVD) and updated (the c++ I think).

I'm not the best at this either but if you bought the DVD you will have all the programs on the disc. I think you will need to install/upgrade DirectX and also install C++. When I installed C++ I also went out to Windows Update to update it (I got a reminder that there was updates available).
If you downloaded the game, then I have no clue but to re-install (so the necessary files are downloaded again or to go online and update DirectX from Microsoft (and C++). I think DirectX has its own page on MS but C++ (or was it Windows C++?) was on Windows/Microsoft Update (I think).
But then I don't have Windows 7 so that might be an issue. I know that with Vista there was something with Admin rights or so but since I don't have Vista either (I am on XP) someone else better answer this.

He's probably referring to the 'check for video driver update' button on the Steam client. As far as I know it just directs you to the proper place(IE: Nvidias website) not actually checks current version and provides the latest; although I know they are closer with ATI so that might be different with that chipset.

I have an ATI card and for ATI card it does.

Edit: And if I let Steam check it It will go to ATI site and check for updates and if there is one it will launch the exe file as well. It doesn't just open up a site.

Yeah, Steam keeps ATI-drivers up-to-date. Unfortunately not nVidia-drivers

But update the videodrivers, see if that helps and if not it might be the introvideo. Maybe a problem with a codec or something.
You could try the trick Grievous menstions, it works like this:

Navigate to My Documents/My Games/Sid Meier's Civilization V/
Look for the file "Usersettings.ini" and open it in a text editor like Notepad
Search for the variable "SkipIntroVideo = 0"
Change the 0 to 1
