I'll start with Ana Nzinga.

Usually, I would guess that it's just a regular Military LA, nothing too complicated. However, since the Pack she's in is called Great Negotiaters and not Great Conquerors, there has to be a twist invloving Diplomacy.

I predict that Ana Nzinga will be able to generate Influence and Alliance Points with Combat Victories, as well as be able to produce/buy their Allies' Unique Units.

To be honest, I'm just doing random educated guesses hete.

Yeah, since she was all over the place, allying with the Portuguese, Dutch, or various African kingdoms at any given time, I'd say she does have something to do with alliances. It's hard to say what though
 
I've seen somebody suggest a LUA similar to the Lithuanians' signature bonus in AoE2: Extra attack from each relic. I think it might be Diplo Favor when creating Nkisi items (relics, sculptures and artifacts) + units get an attack bonus inside kongo's borders for every artifact or artwork within the nearest city.

Elizabeth could literally be anything, probably NOT a colonization bonus. An Econ bonus seems more likely combined with a Ship Of The Line UU?

Ramses - extra era score from completing wonders, faster wonder construction in golden ages? Maybe a unique Monument replacement (Obelisk?)

Lincoln - no idea. Culture from active policies? Seems like something that could synergize with america's UA, boring as it is.

Suleiman - The Janissary will be moved to the Ottoman UU and the Corsair will become regular Suleiman's UU. If not that then I can new Suleiman getting the Sipahi since the Corsair doesn't really work with the Ottoman's civ abilities. Maybe he'll keep the Corsair and lean into more pillaging and raiding type stuff.

Harald - I feel like some kind of culture or trading ability would be kind of out of left field but its the only thing I can think of that is "varangian" that isn't already part of regular Harald's abilities.

Cleopatra - Science or culture stuff seems the most obvious, play into the patron of arts and learning aspects of the Ptolemy's but I don't think she in particular is well known for that, if I remember correctly.

Ramses - They mention golden ages in the trailer so maybe a combat buff in a Golden Age.

It's possible that Harald gets the Varangian Guard as a UU. Can only be trained in the Capital, get extra Combat Bonuses from Great Generals and being near Norse Territory.
 
Lincoln: Gains a bonus to production when participating in emergencies (Evil Lincoln instigates said emergencies).

Nzinga: All alliances start at level 2. She can leave an alliance at any time.

Ramses: Every time Egypt completes a Wonder, they receive 3 free ranged units

Elizabeth: (since it doesn't appear that Elizabeth requires R&F, I will drop the governor idea) Naval and embarked units receive +2 movement. Naval Raider units generate extra gold and culture when pillaging or coastal raiding
 
Mbande Nzinga is the one I'm most excited for, so I'll start with her as well. I'm guessing something like "+10% production towards Units per active alliance, to a maximum of +50%." And possibly a UU that can only be bought with faith and which has a chance to create a relic upon being defeated in combat? That could be cool.

Ludwig II I think will be able to gold-purchase percentages of wonder-builds, but that's pretty close to what the current Qin Shi Huang can already do, so maybe not.

Abraham Lincoln will, I'd guess, have a bonus based on how many Governors he has active (I'm predicting a "Team of Rivals" theme with him, but I may be way off.)

I kind of doubt that since it would compete with the Berserker for the same spot in the unit/tech-tree as a Man-at-Arms replacement.

Perhaps it could be a Pikeman replacement instead? Though, you're most likely right.

I feel like if they could be spread out more then that could work, like how the Black Army upgrades into the Huszar but two uniques in the same era would be a little bit too much I think.

Speaking of, I can see Tokugawa getting an unique Musketman replacement, even if that was a bit more of Nobunaga's thing.

I know Mbanza's are strong, but 41 HOUSING?! Maybe some housing bonus, then?
 
For Cleopatra’s persona, Leugi suggested Diplomatic Favor from trade routes. Makes sense but I hope that’s not the case! Two reasons. One, Favor is boring to me. Two, the original Cleopatra already has a trade route bonus.
Ptolemaic Cleo will probably be cultural
 
I sure hope so. Over the years I’ve thought a lot about what alternative abilities Cleopatra could have and it’s challenging to find ideas that fit her history. I’m excited for what Firaxis can come up with.
Her original ability and agenda are really one of the best in the game, with regards to fitting the leader's historical attributes.
 
I am 90% positive the no Theatre Square thing is a joke related to... you know, Bang. :p
It would be especially bad since you couldn't build a Film Studio, their UB.

Here was my design for Varangian Harald on the Imaginary Persona Pack thread.
Varangian Harald: International trade routes yield more gold when the destination city is of the same religion as you are. When conquering a city gain gold equal to 200% of the combat strength of the unit you took the city with.
 
Maybe they still don't have all the leader designs completed and are looking for suggestions? :p

Harald - If in game, anybody can buy Berserkers once Norway unlocks it, granting gold and culture to Norway each time a foreign Civ purchases one.

No grievances or war weariness for conducting joint wars. Gain gold and culture per turn for any ongoing joint war.
