Can anyone give me a brief explanation of what each thing means in the .ini file or at least recommend me settings for max performance?

Also, what does Dyanmic Paging mean?

Most of the options are self-explanitory. Why don't you post the ones you don't understand?
 
I would reccomed only turing the Memory Saver to 1 and leaving the rest default (you can modify some common ones in game). That is unless you are having serious problems witht he game. Then you may want to try copy every other scan line and 256 colours?

I believe this deals with the drifting that the camera does when centering on a unit/city.

saves memory by moving unit data to the hard drive and reads it when they become visible.

Same as above but for the unit animation data

Maybe winxp auto-run setting?

New seed function for generating maps maybe?

I believe this bypasses the intro animation and jumps to the game menu.

I havent tried this stuff so I could be wrong about some of this.
 
Based on what others have posted here, it seems that "Allow Camera Flying" lets you move the camera (main display's viewpoint) around freely as if you were in a flight simulator, so you can see the map from unusual angles and positions. I've not tried this yet, as I'm using a crummy Intel on-mobo graphics chip that can barely keep up with the regular view.

Edit it to say Allow Camera Flying = 1, then press CTRL-\ in-game and watch what happens. :) You get to "fly around" the map using the mouse and arrow keys. There's 3 "fly" settings, I believe. A word of caution, though... it may mess up graphics slightly (namely darkened rivers, but that just may be my ATI Radeon 9800 video card).

Not sure. Set it to one and find out. (Maybe it's for when the CD is inserted, it starts up automatically)

I think this is for MP games.

Like previous games, it probably puts you right into a game with the game options you selected without having to go through the menus.
