UB = Rugby Grounds, replaces colosseum, gives + 25% culture and + 2 happiness.
Leaders = David Lloyd George

Byzantines.

Zulu

Spec Ability. Maybe a boost against foreign civs on your continent.

We're not going to have traits in Civilization V, people.

Denmark

Power Flower of Scotland +3 City HPs
UU Schiltrom: Replaces Spearman +125% against calvary
UU 2 Highlanders Replaces swordsman +15% hills defense/attack
UB Keep replaces: castle. +5 city HP +6 Culture

change the leader to someone besides Bruce and maybe you have something worthy, Robert was a coward who got on his knees to England and only did he take action when the peasants rebeled and even then tried to keep peace. Maybe try an actual Scottish hero like Wallace

Crown of Aragon/Catalonia
Leaders: -James I the Conqueror - Traits: Expansive, Creative
-Peter III the Cerimonious - Traits: Cerimonious (+1:) in all cities, +2 in relationships with other leaders [this would be kinda useless in multiplayer games...], double speed of colosseum), Financial

Starting techs: Mining, Fishing
UU: Almogavar: Replaces maceman - Starts with city raider (+25% city attack)
UB: Royal Monastery: Replaces Monastery. Gives an extra 25% :culture: (you can only build one for the state religion per city)

Viking Empire.
UU: I think the Berserker is still a good choice and why not a second UU, perhaps the Longship for faster exploration and warfare of course.
Leader: I really think it's time for Bluetooth. ;)

If they do make a Viking Empire (and they will, of course) I think the UB should be (imo) a Stave Church - replaces temple and adds a trade route or something.

Spartans
UU: Spartan warrior
(Replaces spearman, 100% vs everything)
UB: Spartan barracks (gives 20 extra exp points to spartan warriors)

=P

carthage
hannibal
uu:numidian cavalry(same as civ 4 ,but with 10% versus archers)
uu:quinquereme(replaces trireme, + 50%versus galley and trireme)
ability:barcid leadership(gets more great generals)

Netherlands
Leader: Queen Wilhelmina (Inspirational, Protective)
UU: Flying Dutchmen (+2 movement, replaces galleon)
UB: Dike (+2 production)
Ability: Companies of the East (all cities 10 tiles from home country +5 gold)

Byzantium:

Leader Justinian I
UU: Cataphracts
UB: Basilica
Power: Greek Fire: Able to recruit hand-siphon infantry, increases strength of all naval units, increases strength of defending city.

Spain:

Leader: Phillip II
UU: Conquistadores
UB: Governor's Palace
Power: Imperial Ambitions: Land Units gain strength over seas, pillaging overseas cities yields more gold, makes all city states more subservient to Spain

Korea:
Leader: Sejong
UU: Hwacha
UB: Seowon
Power: Skilled Populace: Specialists more effective and having fewer cities equates to them being more productive

Holy Roman Empire
Leader: Charles V
UU: Landsknechts
UB: Rathaus
Power: Papal Blessing: Positive Effects of Religion amplified, doubly so if HRE controls its religion's Holy City

Also, I think that Syracuse and Jerusalem should be city states, and minor Native American cultures should be represented as city-states.

Uzbeks

Leader - Timur
Special Ability - Silk Road Trade - Trade routes have tripled output
UU - Balar - Horse Archer that gains a combat bonus on flatlands (ie plains, deserts and grasslands)
UB - Madrassa/Mauseleom - City receives either a free scientist, artist or priest specialist

Style - The Uzbeks will benefit from a style of play that emphasises trade. You have a small window of military dominance (with the UU) that you must use to capture the juiciest trade cities.

If someone could find an economic UB that increases trade for them (Bazaar is obviously taken), I'd recommend one of the following abilities
Alternative Special Ability - Center of the world - All great people points from a conquered city are transfered to the Uzbek capital (Samarkand).
Alternative 2 - 50% of culture from a captured city is transferred to the Uzbek cities

edit
UU - Balar (as above)
UB - Caravanseira (Gives the city a trade bonus)
Ability - Center of the world (All great people points from a conquered city are transfered to the Uzbek Capital (Samarkand)

Sri Vijaya
Leader - Samaratungga
Special Ability - Entrepot of Asia - All trade routes that pass through Sri Vijayan cities generate gold for Sri Vijaya.
UU - Palembang Merchant - early ship that can travel through opponent civs territory without open borders.
UB - Candi - Increased happyness in a city

Style - A really passive maritime trading state, the UU should be used to establish trade routes and the UB should allow you to grow your cities (inturn increasing your trade income, albeit slightly).

The rest of my top seven are pretty straight-forward. Spain, Inca, Dutch, Portuguese and Mongols...On the Mongols though

Mongolia
Leader - Genghis Khan (duh)
Special Ability - Riders of the apocolypse - Mongol units gain experience (and thereby promotions) for pillaging and razing cities
UU - Keshik - Horse Archer that does not need to "use up" a move to pillage/raze cities.
UB - Ger - Increases the production of mounted units

Style - Once you get Keshiks just pump them out. They will promote quickly if there is a large nearby civ (in RL this was China). Will be devastating to any civ that is attacked by them...

...

And I would call my expansion pack "Merchants of civilisation"

Spain. I really don't understand why they weren't included in the vanilla Civilization V. The Spanish had a very strong colonial influence in South America. The Spanish warrant a spot in Civ way more than the Songhai do.

Mongols. It was the largest contiguous empire in the history of the world. 'Nuff said.

Korea and the Netherlands would be nice, along with Portugal, for similar reasons like that of Spain. One civilization I would not like to see back is the Native American one. I don't think I need to repeat what has already been said on that one.

As for Israel, no. The State of Israel has only existed since the late 1940s, and their influence on the world stage is vague at best, although some conspiracy theorists would disagree with me on that one.

Incidentally, I think most of the Israel suggestions are based on the Biblical Israel. The Merkava UU in my post was there to represent the modern country.
