Possible, but it would be a stealth change if it is.

Pretty sure it was in VEM. Only mostly stealthy.

I haven't documented the promotions changes yet because they've been all over the place post patch.

This has been in the game since the beginning. I didn't remove the capability for medics to self-heal when Firaxis did that a few years ago, because I'd already fixed the balance issues with the promotion.
