civup 34 + gem 1052 tech chooser bug

the tech chooser will often show wrong values for the evaluated turns till the next tech research, it seems like it doesn't take count of all the research produced but only part of it ( empire wide research only? it seems like it's not counting the mentor hall and the monarchy policy )
 
I just started a game with GEM v1.053 and CivUP v34 and it appears to ignore the base 12:science: and is calculating the turns to research based solely on the 2:science: coming from my capital. The game is only 5 turns in.
 
What appears to be the problem? The turn times for techs seem to match up in my game. It might be something else I changed between 1.6.6 and 1.6.7 though. :think:
