clearing forests in anarchy question

Hello,
I'm new to Civ III and was playing a recent game when I think I may have stumbled across a minor glitch. Here's the situation:

I'm making the transition from despot to monarch, but had already assigned a worker to clear a forest (maybe 1-2 turns earlier) and forgot about. About halfway through anarchy, the worker clears the forest, the shields go to the nearest city and production completes on the swordsman. My impression was that the shields produced during anarchy were all wasted.

On a related note, it seems that I can occasionally get a double dose of forest shield production for one town for the same improvement.

James, your anarchy situation mirrors mine - I think cities can't produce shields, but workers can still do everyhting they normally do, including chop wood.

I'm not sure what you mean by a double dose.
 
If I understand the 'double dose' correctly, it may be that you think the one-time bonus for forests cleared applies once to each city, but it applies to each square that is being worked around a city. In the case of squares outside the city, the bonus goes to the nearest city.

As I understand it -- and see it in my games -- you can't clear a forest square (and get the shield bonus), then re-plant it after Engineering and get another bonus. There's a wonderful, and lengthy, feature on how the game uses Forestry over at the Civ Academy pages. (Almost made up for the loss of Terraforming in SMAC/X, but I'd still like to be able to raise/lower land).
