[GS] Coastal Raiding over Cliffs?

How bugged is this?

In my current multiplayer game on 1.0.6.9, I was able to capture my opponent's settler with a coastal raid even though all the tiles around him are cliffs. The result seems to have been temporarily duplicating settlers, although after reloading the game the duplicated Egyptian settler dissappeared and only the raided settler is still there.

The online wiki says raids over cliffs aren't possible, but I can't find ANY information in the in-game Civelopedia abour coastal raid rules.

There’s no settler duplication, just a visual glitch that goes away next turn. The capturing raider’s icon changes into the captured unit’s icon. It’s been like this since... forever?

And yes, capturing over cliffs like this seems odd and out of place. Either the settler should be transported onto the raider on the water, or it should not be possible. I’m fine with both options :)
 
I loaded up an old R&F save where I had a navy ready to test this, and I was able to pillage a Theater Square from the coast through cliffs. I was also able to pillage an Industrial Zone over a cliff with a Privateer on a GS save.

So I guess this is working as intended, and the wiki is simply wrong? Unless it's a longstanding bug or affects old saves.
 
I'm pretty sure cliffs don't effect coastal raiding at all, I don't think it ever did, and I'm not sure why the wiki says it does.
