Colosseum regional bonus not working

[Venetian Legion]

I just built a Colosseum in one of my conquered cities (Rio de Janeiro), and I am seeing the increased amenities in that city - but the regional amenity boost to the surrounding cities doesn't appear to be in effect. Any ideas as to why this would be happening? I have attached a screenshot that shows the lack of amenities from entertainment in one of my nearby cities (Brasilia).

Disregard, I checked back a couple turns later and the amenities from entertainment was there for the surrounding cities. Still strange though - I'm assuming it's a bug.
