I live in New Zealand. If I buy an american Graphic Card online will it work on my machine? How about RAM, CPU's etc. I know consoles and TVs etc are NTSC/PAL but I'm not sure about computer parts.

Graphic cards have *universal* standards (actually, almost all computer parts do)... so it doesn't matter where the card is manufactured.
Though you should consider about the shipping price (just one tiny card?), and in case that you want to return the card for a refund, card damaged during shipping, etc. that sort of thing.
For hardware I'd prefer to go to the store and pick it up myself... but that's just me, and I live in Hong Kong... visiting the store is just a matter of moving from this side to the other side in the tiny black dot
