If I understand your question correctly, then *most* of the Conquests-related threads are in the Conquests forums. And if we moderators see a thread that should be there, we move it.
But it is also a judgement call. Civ3-General Discussions is for discussing *all* versions of Civ3. Does a thread on creating a mod for Conquests belong in Conquests or in Creation & Customization? Do you understand my point?
Personally, I hope that sooner, rather than later, the Conquests forums get rolled into the other Civ3 forums.
