Constantly Spawn Between Desert and Tundra

I've just re-rolled four times and ended up with usually both a desert and tundra tile in my would-be capitals third ring. I've tried changing the world settings to wet, but it doesn't make much of a difference. Not only does this make undesirable city location its also pretty immersion breaking. Anybody else been experiencing this?
